Chinese Aid to African Development: The Recognition and Response of the American Government( 1960—1987)

自1960年以来,中国对非洲的发展援助一直是美国历届政府密切关注的对象。解密至1987年的美国政府系列档案表明,美国政府的相关认知由于各种意识形态偏见的影响,频频出现严重的错误。但中国在27年里坚持不懈地对非洲提供世界上条件最为优厚的发展援助这一事实,不仅使美国的认知出现从敌视到重视的转变,也令美国政府逐步改变对非洲发展问题的轻视态度和政策。

Since 1960 Washington has always closely followed Chinese aid to African development. Influenced by ideological prejudices, the series of declassified US government archives to 1987 reveal that Washington frequent- ly made serious mistakes in its perceptions. But the historical facts show that China persevered to provide the world＇ s most favorable development aid to Africa for 27 years, not only changing American perceptions from hos- tility to appreciation but also leading to gradual changes in American attitudes and policies.
