摘要 自交通运输部在四省展开高速公路差异化收费工作以来,多个城市对绕城高速收费优惠政策展开研究。为测算优惠方案实施后政府对业主补贴、评估方案带来的交通影响,进行四阶段法建模。在模型构建中,通过方式划分阶段建立优惠群体OD矩阵,并针对预测结果对收费敏感这一特点,重新标定阻抗函数及时间价值参数,提升模型的准确性。模型结果从补贴总额、时间节约效益、环境效益和交通影响四个关键点对收费政策调整后的影响进行评价,金华地区牌照方案与义乌牌照方案相比缓堵效果相对较好,在减排和时间效益节约方面有显著的效果,但单位补贴带来的效益提升不够显著。 After the trials of differential toll strategies for highways performed by the Ministry of Transport in four provinces,several cities have initiated their studies on the adjustment of city beltway toll policies.In order to measure the traffic impact of the government's subsidy brought by the adjustment,a traffic demand model is performed.While building the model,the OD matrix of different policy audience are classified in the mode split procedure.The toll sensitivity is measured by value of time factor and the composite cost of networks are calibrated to ameliorate the model performance.The impact of policy adjustment is evaluated from four perspectives including subsidy,time saving,environmental benefits and traffic impact.In Yiwu case,the Jinhua scheme has a relatively lower rate of congestion and more significant effect in time savings compared with Yiwu scheme while the benefits from unit subsidy are not significant.
