教育对外开放既是"一带一路"倡议建设的组成部分,又是服务"一带一路"倡议的重要支撑。"一带一路"倡议中扩大教育对外开放保障与支撑体系,包括加强智库建设,构建"一带一路"智库联盟,为扩大教育对外开放提供智力支撑;整合沿线国家高校涉及"一带一路"倡议的研究机构,形成协同创新中心,为扩大教育对外开放提供平台支撑;建立、修订和完善相关教育法律法规,创建新型法律格局,为扩大教育对外开放提供制度保障;以政府资本为引导,大力引进社会资源,促进公私合作,建设重大活动专项基金体系,为扩大教育对外开放提供财力保障。

Educational opening is a constituent of the belt and road initiative,and that includes the construction of think tank alliance,development of collaborative innovation centers of university researchers,establishment of relevant educational provisions and government-funded capital,introduction of social resources,and promotion of public-private partnership.The sole purpose is to integrate all possible educational resources as a supportive system for the sake of the belt and road initiative.
