殷商与西周已经出现了学校教育,这种教育体现出鲜明的宗教、政治合一的特征。这一时期教育知识资源的分布也同宗政合一的教育形态相吻合,殷商、西周的教育分别以祭祀文化和史官文化为背景,立足于绵延国祚的文化传统,为政权培养接班人和维护者。教育资源被垄断的根本原因在于殷商西周的政权组织形式。

As school education takes its form as early as in Shang and Zhou dynasties,it integrates religions and politics.Meanwhile,educational resources are distributed in much the same way as religions and politics,and consequently,they are in sole conformity with the political powers.
