Returning Farmland to Forest in Northern Shaanxi and Guanzhong:Comprehensive Benefit Evaluation

综合评估退耕还林效益是工程持续推进的重要依据。基于陕北黄土高原地区和关中平原2000—2015年退耕还林现状,应用层次分析法和加乘综合法,从生态效益、社会经济效益和政策响应3个方面定量分析陕北和关中退耕还林综合效益。陕北和关中的退耕还林综合效益走势基本一致,呈现稳定上升态势,从2008年开始效益值为正,2000—2005年效益值连年上升,2006年略微下降,之后效益增长显著。最大值出现在2012年,分别为0.2669和0.2008。退耕成果逐渐显现,开始享受退耕带来的益处。

Comprehensive benefit evaluation of returning farmland to forest is an important basis for thecontinuous progress of the project. Based on the status of returning farmland to forest in the loess plateau ofnorthern Shaanxi and Guanzhong plain from 2000 to 2015, the analytical hierarchy process and themultiplication and integration method were applied to quantitative analysis of returning farmland to forest interms of ecological benefits, socioeconomic benefits and policy responses. The trend of comprehensive benefitsfrom returning farmland to forest in northern Shaanxi and Guanzhong was basically the same, a steady upwardone. Since 2008, the benefit value was positive. From 2000 to 2005, the value of benefits rose year by year,dropped slightly in 2006, then the benefits increased significantly. The maximum value appeared in 2012,which was 0.2669 and 0.2008 in northern Shaanxi and Guangzhong, respectively, and the achievement ofreturning farmland to forest has gradually emerged.
