基于社会网络分析的公共服务供给网络优化研究——以西安、深圳、杭州为例

A Research on the Optimizing Strategy of Public Service Supply Network Based on Social Network Analysis——Evidence from Xi'an,Shenzhen and Hangzhou Cities

在公共服务供给侧结构性改革的驱动下,公共服务的"多中心"供给已成为各级地方政府提供公共服务的新模式,但该模式仍存在着无法有效"落地"的关键问题。因此有必要运用社会网络分析法,探析该模式下所形成的公共服务多元供给网络存在的根本问题与缺陷,并从优化网络结构与配置出发,提出相应的改进策略。研究结果表明:当前"多中心"公共服务供给网络存在网络区划明显、网络"明星"不合理、关键"桥梁"作用难以发挥等问题,需从提升网络整体性、重视服务中间承接主体的中介作用、充分发挥行业协会等同性质组织的灵活规范能力、积极引入公众参与出发,对网络结构进行改进与优化。

Driven by the structural reform of the supply side of public services,the ＂polycentr＂supply of public services has become a new mode for local governments at all levels to provide public services. However,there are still many problems in the process of transforming this mode into practice. Therefore,it is necessary to apply the social network analysis method to explore the basic problems and defects of the＂polycentric＂public service supply networks and put forward the optimizing strategy from the angle of network structure and configuration improvement. The results show that the current ＂polycentric＂public service supply networks have these problems： the compartment of networks is too obvious,the network ＂Star＂is not reasonable,the foundation of the key＂bridge＂is difficult to play. We should rise the networks integrity,attach importance to the mediating role of intermediate undertaking subjects in services supply,give full play to the flexible and normative ability of the industry association and similar organizations,and actively introduce public participation to improve and optimize the network structure.
