洪涝灾害消毒与病媒生物防治工作反思

Introspections of disinfection and vector management works during or after flood

洪涝灾害发生期间及发生后安置点、退水点易混淆消毒与除霉,专业人员及群众防霉、除霉知识不足,易出现消毒重点不明、消毒程序不合理的问题。易出现只处理成蚊、成蝇,不查找处理蚊蝇孳生地,不注重病媒生物防治现场勘察,无的放矢,滞留喷洒和空间喷雾界限模糊,病媒生物防治效果欠佳的弊端。建议技术部门学习、借鉴WHO及发达国家洪涝灾害防霉、除霉、消毒及病媒生物防治经验,加强与政府部门沟通,分清消毒与病媒生物防治,分清消毒与除霉,制定适合本地的洪涝灾害消毒与病媒生物防治宣传材料,加强宣传。抓住消毒重点,按照合理的程序开展消毒,提高效率。加强病媒生物现场勘察,标本兼治,科学使用药械,提高病媒生物防治效果。

During or after flood in resettlement places and flood waters recede areas,mould removal is possibly confused with disinfection,professionals and the flood victims lack knowledge of mould proof and removal,key points of disinfection are often not clear,disinfection process is apt to be unreasonable. Adult mosquitoes and flies are usually sprayed,their breeding sites are frequently neglected,field surveillances of the vector are often overlooked,leading to no target spraying,residual and space spraying is usually not distinguished,and thus has poor vector management effect. It is recommended that the technical departments learn from experiences of WHO and developed countries in mold proof and removal,disinfection and vector management after flood,strengthen communication with government departments,distinguish disinfection with vector management and with mold removal,prepare local disinfection and vector management brochures,and strengthen the relevant educations. Focus on key points of disinfection,it is necessary to carry out disinfection according to reasonable procedures,and improve efficiency. Field vector surveillances should be strengthened. It is important to treat both the symptoms and the root causes,use insecticides and equipments scientifically,improve the vector management effect.
