试论口岸核心能力“江苏特色”构建

本文探索在更高水平、更高层次上以卫检技术保障《国际卫生条例(2005)》(IHR)在江苏国际通航口岸的精确适用,指出口岸核心能力"江苏特色"构建与体现要认清形势、凸显优势、把握趋势,突出根本、狠抓基本、树立样本,培育心态、美化形态、优化生态,把握规律性、增强实效性、体现群众性,宏观层、中观层、微观层内外兼修实现时代期盼。在具体实施路径上,江苏口岸核心能力"江苏特色"构建与国际卫生港创建要在国际国内卫生法框架下,注重顶层设计与摸着石头过河相结合,珍惜既有达标(创建)成果,拓宽整体国际视野,挖掘通关优势内涵,增强卫检专业引领。

The article explores the ways to safeguard the precise appliance of IHR（2005） at Jiangsu＇s international ports with quarantine technique at a higher level. It points that the foundation and embodying of the port core Capacity with ＂ Jiangsu feature＂ should realize the situation clearly,highlight the advantage,seize the trend,stress the basis,set up samples,foster mental attitude,beautify the patterns,optimize the ecology,grasp the regularity,strengthen the timeliness and reflect people ＇s demand,integrate macroscopic level,meddle level and micro level and meet the requirement of the era. Most noteworthy,the specific methods to construction of Jiangsu port core capacity with ＂ Jiangsu Feature＂,the foundation of international health port should be under the framework of IHR and other international and domestic health laws,emphasize the top-level design as well as the theory of ＂ across the river by feeling the stone＂,cherish the achieved（ created）,broaden the comprehensive international vision,develop the connotation of clearance advantage,strengthen the professional leading of health quarantine.
