科研院所科技人才综合指标评价体系建设研究

Research on the construction of comprehensive index evaluation system for scientific and technological talents in scientific research institutes

目的根据天津市医药科学研究所实际情况,构建符合地方科研院所的科技人才综合指标体系。方法运用德尔菲法对评价指标进行初步筛选,再运用层次分析法对指标权重进行计算,并应用综合评价法建立地方科研院所科技人才的评价体系。结果经过对实验数据的统计分析,最终确定包括3个一级指标、6个二级指标在内的科技人才综合评价指标体系,并确定各级指标的权重。结论研究结果显示,目前在地方科研院所科技人才评价体系中,科研项目和论文论著仍是反映科研业绩的重点,被赋予较大的权重。该评价体系科学可靠,但仍需进一步通过实践来修正和完善。

Objective To establish a comprehensive index evaluation system of scientific and technological talents that is in line with the requirements of local research institutes,according to the actual circumstance of Tianjin Institute of Medical Science.Methods To sift the evaluation indexes preliminarily with Delphi method,then apply the Analytic Hierarchy Process to calculate the index weights,and use the comprehensive evaluation method to establish the evaluation system of scientific and technological talents in local scientific research institutes.Results Through the statistical analysis of the experimental data,the comprehensive evaluation index system of scientific and technological talents including 3 first-level indicators and 6 second-level indicators was finally determined,and the weights of indicators at all levels were determined.Conclusion According to the results,in the current evaluation system of scientific and technological talents in local scientific research institutes,research projects and dissertations are still regarded the major reference of scientific research performance,and are given greater weight.This evaluation system is scientific and reliable,but still needs to be further revised and perfected through practice.
