微型金融发展与深度贫困地区减贫机制创新

Develop Microfinance and Innovate Poverty Reduction Mechanism in the Seriously Impoverished Areas

我国减贫事业已经取得举世瞩目的成就,当前深度贫困地区脱贫攻坚需要综合性的应对框架。面对微型金融在深度贫困地区扶贫中遇到的瓶颈与挑战,需要重点研究微型金融在深度贫困地区减贫的作用机理,结合微型金融的滴落效应、赋权效应、赋能效应、社会网络效应、治理效应、文化伦理效应与产业链效应,从乡村振兴的视角为未来深度贫困问题的解决提供顶层设计思路,并提出系统性的制度创新框架,以期实现深度贫困地区的有效减贫与微型金融机构自身可持续发展双重目标。

Great achievements have been made in China＇s poverty alleviation program. Currently, a comprehensive poverty reduction framework is needed by the poverty-stricken areas. Due to the bottlenecks and challenges microfinance faces in helping the seriously impoverished areas, it is necessary to focus on studying microfinance＇s poverty reduction mechanism in the seriously impoverished areas, take into account microfinance＇s drip effect, empowerment effect, social network effect, governance effect, cultural ethical effect and industrial chain effect, provide ideas for top-level design for solving the problem of severe poverty in the future from the perspective of rural revitalization, and propose a systematic institutional innovation framework based on the concept of rural revitalization, in order to effectively lift the seriously impoverished areas out of poverty while securing the sustainable development of the microfinance institutions.
