摘要
[目的/意义]在资源和环境约束日趋加强的背景下,如何在考虑碳排放约束的情况下对我国物流产业效率进行科学合理的评价,对物流业的绿色可持续发展具有重要意义。[方法/过程]本文运用含非期望产出的SBM模型对我国西部地区2004—2015年的物流效率进行评价,同时采用面板数据对影响物流效率的宏观因素进行实证分析。[结果/结论]研究结果表明:我国西部地区物流效率总体水平偏低,各省物流效率随时间波动较大。基于分析结果,本文提出了改善西部地区物流效率的对策建议:制定合理的减排政策,加大宣传力度;改变靠能耗驱动的粗放式发展方式,提高能源利用效率;将重点放在物流技术创新及管理水平提高等方面,切实提高物流业效率;联合周边各省(区、市)设计合理的物流系统,构建高效的信息平台;制定适合西部地区物流产业发展的针对性政策,促进物流产业绿色可持续发展。
[ Purpose/Significance] With the increasingly strengthened resources and enviromnental constraints in Chi- na, it is of great value to evaluate the logistics efficiency scientifically and reasonably concerning the energy- conservation and carbon emission, and then chase for a green and sustainable development. [ Method/Process] This paper analyzes the logistics efficiency of the west china between 2004 and 2015 based on SBM model, and then explores the various factors that might influence the logistics efficiency with panel data analysis. [ Result/Conclusion] It turns out that the logistics ef- ficiency of west China is comparatively low, and it fluctuates greatly. Based on the analysis results, the paper proposes some targeted suggestions for west China: formulate reasonable emission reduction policies and increase publicity-; change exten- sive development mode driven by energy- consumption to improve energy- utilization; emphasize on innovation in logistics technology- and improvenlent in managenlent so as to effectively improve the efficiency of logistics industry-; combine the neighboring provinces to design a reasonable logistics system and build an efficient ilfformation platform; make targeted poli- cies suitable for the development of the logistics industry- in the west China and promote the green and sustainable develop- ment of the logistics industry.
