“中兴事件”对中国加入WTO《政府采购协定》敲响了警钟

The “ZTE Event” Sounds the Alarm for China's Accession to the WTO Government Procurement Agreement

政府采购在美国计算机、大飞机、芯片产业和互联网等众多核心技术的原始创新和霸主地位的形成中发挥了关键性的作用。但与美国的做法相反,"中兴事件"揭露出我国一直没有利用政府采购推进自主芯片和操作系统等核心技术的发展,这是导致美国在"中兴事件"中攥住我国信息产业命根子的主要根源。"中兴事件"揭露出的触目惊心的事实在我国是普遍存在的,它对我国加入WTO《政府采购协定》提出了严重警示。在外国产品垄断了我国绝大部分高端产品市场的条件下,政府采购就成为在国内市场为自主核心技术及其高端产品的试用机会和成长壮大创建"根据地"的唯一途径。诸多因素说明,目前我国加入WTO《政府采购协定》的条件是非常不成熟的,匆忙加入WTO《政府采购协定》对于落实党的十九大报告中提出的"促进我国产业迈向全球价值链中高端"的大政方针是极其不利的,我国应该暂缓加入WTO《政府采购协定》。

Government procurement had played a key role in the original innovation and the formation of the hegemonic position of America's numerous core technologies as computer,large aircraft,semiconductor chip,internet,etc.,and relevant industries. Nevertheless,the "ZTE event"exposed that,contrary to US practice,China has never applied government procurement measures to promote the development of core technologies as chip and operating system of our own. As a result,the United States has been strangling the lifeblood of China's information industry as disclosed by the "ZTE event". The shocking facts uncovered by the "ZTE event"are widespread in our country,which seriously warns China's accession to the WTO government procurement agreement. Under the circumstances of most of our domestic high-end product market being monopolized by foreign products,the government procurement becomes the only way for our country to establish the "base areas"in the domestic market for our own core technologies and relevant high-end products trials and their growth. Undoubtedly,many factors reveal that conditions are remotely not ripe for our country to access the WTO government procurement agreement. Therefore,China should postpone the agenda of accessing the Agreement on Government Procurement; otherwise,it will not be conducive for China to implement the fundamental policy of "move Chinese industries up to the medium-high end of the global value chain"as proposed in the report at 19 th CPC National Congress.
