国家科技情报治理的途径探索研究——以美国科技情报治理历史与现状为例

An Exploration of Ways to National Governance of Scientific and Technical Information

国家科技情报治理是一个系统工程,受多方面的影响。本文通过辨析资源建设、政策法规、机构设置、现代化情报治理等关键因素,梳理分析了美国的国家科技情报治理经验及模式,通过对照我国相关现状,提出以情报感知为核心任务抓手的科技情报治理现代化实现途径,具体措施包括:加强资源建设、实现资源共享融合;加大政府对科技情报的重视以及介入,完善政策法规;优化机构设置,加强人才队伍建设。

National governance of ST information is a systematic project affected by many elements. This paper analyzes key factors such as resource constriction, policies and regulations, institutional settings, and modern information governance. In addition, it examines the American science and technical information governance model and experience. By referring to China＇s current status quo, this paper proposes ways in which to modernize ST information governance with information awareness as the core task. The specific measures include the following： strengthen the resource construction and achieve resource sharing and integration; increase the government＇s intervention and emphasis on ST information, including improving policies and regulations; and optimize institutional settings and strengthen the construction of talents.
