陕西沿黄公路沿线乡村旅游扶贫驱动机制及策略优化

Poverty Alleviation Driving Mechanism and Optimization Strategy of Shaanxi Rural Tourism Along Yanhuang Road

为提升陕西沿黄公路沿线乡村旅游发展活力,提高乡村旅游扶贫效果,促进农村经济发展。通过实地调研对陕西沿黄公路旅游带发展乡村旅游扶贫的优势条件进行分析的基本上,提出要从政府、市场、农户3个方面实现机制创新,即建立政府主导的组织机制、社会工商资本参与机制、乡村旅游农户参与及利益分享机制,进而提升陕西沿黄公路旅游带乡村旅游扶贫效能。要从科学规划、加强基础设施建设、加强特色小镇建设、加强乡村旅游智能化发展、加强生态环境保护建设等方面进一步优化发展策略。

In order to enhance rural tourism development activity along Shaanxi Yanhuang Road and rural poverty alleviation, and promote rural economic development, on the basis of field investigation of the advantages of developing tourism along Shaanxi Yanhuang Road, in this paper the authors suggest to achieve mechanism innovation from aspects of government, market and farmers, which is, establishing the government led organization mechanism, social capital participation mechanism, farmers and interests participation mechanism, thus to improve the rural tourism poverty alleviation efficiency. Finalty, some countermeasures were put forward to further optimize the development strategy, including planning scientifically, reinforcing fundamental facilities construction and characteristic township construction, strengthening rural tourism intelligent development, and reinforcing ecological environment protection construction.
