Study on Taiwan Cruise Tourism Development

本文先从台湾对于海洋战略上的关键地理战略价值与历史之时代意义进行讨论，接着从海峡两岸蓝色公路开通交流之主角——海峡两岸渡轮和邮轮之发展现况，探讨台湾海港城市在“亚洲邮轮联盟”（Asia Cruise Cooperation，ACC）中扮演的角色。最后分析基隆港市的蜕变历程，以跨域治理模式提出基隆发展为观光港市的SWOT矩阵分析及策略。尽管面临经济弱化与转型之挑战，台湾仍积极进行创新布局、整体策划，将资源进行整合，寻找差异化及特色化，来重塑其功能定位，并盼在有效运用地方营销策略和跨域合作下，提高国际知名度。

This paper begins with Taiwan＇s discussion on the strategic value of the key geographical strategy and the historical significance of the history of the ocean strategy, and then discusses the development of the ferry and cruise between the two sides of the Taiwan Straits from the opening of the blue road across the Taiwan Strait. In the ＂Asian Cruise Cooperation＂（ACC） on the role played. Finally, the paper analyzes the transformation process of Keelung port city and puts forward the SWOT matrix analysis and strategy of Keelung development as a tourist port city by cross-domain governance model. In spite of the challenges of economic weakening and transformation, we are actively engaged in innovative layout, overall planning, integrating resources, looking fordifferentiation and characterization to reshape its functional orientation, and hope to effectively use local marketing strategies and cross-domain cooperation , once again open the international reputation.
