煤炭城市循环经济发展评价研究——以淮南市为例

Study on the Evaluation of the Development of Circular Economy in Coal Cities——Taking Huainan City as an Example

利用AHP层次分析法和熵值法相结合的方法科学分配权重,结合逼近理想解排序法构建TOPSIS综合评价模型,对2006-2015年淮南市循环经济发展进行定量评价,结果显示:淮南市循环经济发展呈"N"型上升态势,且有进一步提升空间;经济发展指数(除2014年外)呈稳步上升趋势,且与淮南市循环经济发展指数的变化趋势基本一致;生态发展指数呈逐年上升趋势,在2015年达到最大值,几乎接近最理想状态;社会保障指数虽略有波动,但整体上依然呈现上升状态。

With AHP analytic hierarchy process and entropy method to assign weights scientifically, a TOPSIS comprehensive evaluation model is built by approaching the ideal solution ranking method to quantitatively evalu-ate the development of circular economy in Huainan City from 2006 to 2015. The results showed that the devel-opment of circular economy in Huainan City showed an u Nupward trend and there was room for further im-provement; the economic development index （excluding 2014） showed a steady upward trend, which was basi-cally the same as the change trend of the circular economy development index of Huainan City; The ecological development index shows an upward trend year by year, reaching its maximum value in 2015, and it is almost close to the ideal state. Although the social security index fluctuates slightly, it still shows an upward trend.
