广东省农民工市民化公共成本与收益研究

Research on Public Cost and Benefits of Urbanization of Peasant Workers in Guangdong Province

城镇化就是变农民为市民的过程,市民化是城镇化的根本。农民工为我国的城镇化建设作出了巨大的贡献,但由于成本障碍、制度障碍、能力障碍、文化障碍、社会排斥以及承载力约束等方面的影响,农民工市民化进程严重滞后使得其无法享受与市民同等的待遇。本文选取农民工第一大省广东省作为研究对象,介绍了广东省农民工市民化的现状并测算了其公共成本和公共收益,得出公共收益远超过公共成本的结论,农民工市民化对当地经济增长的贡献不容小觑,因此政府应采取积极措施加快其进程。

Urbanization is the process of changing farmers into urban citizens, and citizenization is the fundamental of urbanization. Migrant workers have made great contributions to the construction of urbanization in China, but due to cost barriers, institutional barriers, capacity barriers, cultural barriers, social exclusion and bearing capacity constraints, etc., the process of peasant workers’ citizenship is seriously lagging behind, which makes them unable to enjoy the same treatment as the urban citizens. This paper selects Guangdong Province, the largest province of migrant workers, as the research object, introduces the status quo of the urbanization of migrant workers in Guangdong Province, calculates its public cost and public revenue, and draws the conclusion that the public revenue far exceeds the public cost. The contribution of Peasant Workers’ urban citizenship to local economic growth should not be underestimated, so the government should take active measures to speed up its process.
