摘要
公共性是媒介参与政策议程构建的逻辑内涵,其在政治的社会化与社会的政治化两个层面完成了媒介参与的公共性价值。在三种不同的政策议程模式中,媒介通过不同的功能与角色实践着其自身的公共性表达。对于政府而言,需要从管理规范、民主协商、制度引导三个方面实现对政策议程构建中媒介参与的政治性回应。
Publicity is the logical meaning of media participation in the construction of the policy agenda. And it completes the public value of media participation for media in the two aspects of political socialization and social politicization. Media carrys out their public expression through different functions and roles in three different models of the policy agenda. It is necessary for the government to achieve a political response to media participation in the construction of the policy agenda from three aspects of management norms,democratic consultations, and institutional guidance.
