新时代基本公共服务均等化路径优化研究——以广西为例

在新型城镇化背景下,基本公共服务非均等化问题仍然是制约区域、城乡间协调发展的主要障碍。十九大报告中提出乡村振兴战略和区域协调发展战略,切实解决地区间、城乡间公共服务不均等,缩小区域、城乡发展差距。在新时代,以广西为例,基本公共服务供给存在着区域间财政收支不平衡、财政支出不足,区域间基础教育水平不均等,区域间医疗服务水平不均等,交通、环保等基础设施建设不均等,就业人数和社会保障分布不均等等问题及制约因素。要实现基本公共服务均等化,需要遵循加大财政投入,发挥市场活力等路径。

In the context of new urbanization, the problem of unequal basic public services is still the main obstacle to the coordi-nated development between urban and rural areas. In the report of the 19 th National Congress of the Communist Party of China, the strategy for rural revitalization and for coordinated regional development were put forward to solve the inequalities in public services be-tween regions and between urban and rural areas and narrow the development gap between regions and between urban and rural areas.In the new era, through the analysis of the basic public service supply in Guangxi region, problems and restricting factors, the optimiza-tion path of equal basic public services is the only way to better realize the equal basic public services,and promote coordinated development between regions as a reference.
