行政伦理视域下的公安承诺研究——基于对山东某地公安机关的调研

Study of Public Security's Promises from the Perspective of the Administrative Ethic:Based on the Survey for a Public Security of Shandong Province

公安机关的行政伦理困境因其对公安工作的不良影响,备受理论界和公安部门关注。公安承诺,特别是"阶段性承诺"是行政伦理困境的诱发因素之一。通过采用理论分析与实证分析相结合的研究方法,尝试对公安承诺进行再分类,并结合对山东省烟台市某地公安机关实际调研数据分析公安承诺的履行问题。在此基础上,提出了走出由公安承诺引发的行政伦理困境,应遵循"时效原则""层次原则"和"根本价值追求至上原则"的建议。

Because of its negative influence to the public security cause,administrative ethical dilemmas of police received great attention.Promise of public security,especially ＂the periodic promise＂,is one of the factors of administrative ethical dilemmas.Therefore,this paper take the promise of public security organization as the study subject.This study used theoretical and empirical research techniques to analysis the study subject.More specifically,it tries to reclassify the whole public security promises and based on the survey of Yantai Public Security of Shandong province.On this basis,put forward the following view in this paper.To get out of the administrative ethical dilemma caused by the promise of public security simply follows＂the Principle of Timeliness＂,＂the principle of hierarchy＂and＂the principle of fundamental value＂.
