财税金融支持大众创业万众创新绩效评估及提升建议——基于青海省2014～2016年的调查

Performance Evaluation and Promotion Suggestions of Finance,Taxation and Banking Supporting Mass Entrepreneurship and Innovation——Based on the Survey of 2014～2016 in QingHai Province

本文在梳理2014~2016年青海省财税金融支持大众创业万众创新主要做法和成效的基础上，通过构建并运用广义模糊综合评估模型，认为财税金融政策支持大众创业万众创新的总体绩效为“良”，财政政策的绩效明显优于税收政策和金融政策，深化大众创业万众创新既要进一步发挥财政、税收和金融各自的重要功能，也要健全协同机制，发挥整体效能。

On the basis of summarizing the main practices and results of finance,taxation and banking support for mass entrepreneurship and innovation in Qinghai province from 2014 to 2016,by constructing and analyzing the generalized fuzzy comprehensive evaluation model,this paper concludes that the overall performance of the finance,taxation and banking supporting mass entrepreneurship and innovation is good. The performance of finance policy is obviously superior to taxation policy and banking policy. To deepen mass entrepreneurship and innovation,it requires not only further developing the important functions of finance ,taxation and banking policies ,but also improving coordination mechanisms and giving full play to the overall effectiveness.
