新时代藏区经济社会发展对策研究——基于甘孜州脱贫攻坚实践

Study on the Economic and Social Development Countermeasure of Tibetan Area in the New Era——Based on the Practice of Poverty Alleviation in Ganzi District

本文分析了甘孜藏区自然资源概况，剖析了甘孜藏区“十二五”末和打响脱贫攻坚战前经济社会发展状况及存在的问题，主要是“三农”问题突出、经济发展缓慢、城乡区域发展不平衡、支柱产业培育难、农村公共事业历史欠账多、基础设施落后，经济社会发展瓶颈制约严重。基于打赢脱贫攻坚战视角，提出甘孜藏区经济社会发展的对策，主要包括切实打好扶贫脱贫攻坚、做强优势特色产业、加强社会事业建设、加强基础设施保障、切实筑牢生态安全屏障、促进区域协调发展、加强社会法治化管理。

This paper analyzes the situation of natural resources in Ganzi Tibetan area ,dissects the situation and main problems of economic and social development at the end of Ganzi Tibetan area＇s 12th five Year Plan and before the battle to poverty alleviation. The main problems are standing issues concerning agriculture ,countryside and farmers ;slow economic development ;regional unbalanced development between urban and rural areas ;difficult pillar industries cultivation ; rural public utilities historical debt;poor infrastructure and serious economic and social development bottlenecks. Based on the perspective of poverty alleviation,this research puts forward the countermeasures for Ganzi Tibetan economic and social development. The main contents include practicing the poverty alleviation effectively, promoting superiority characteristic industry ,strengthening the construction of social undertakings ,improving infrastructure ,building the ecological security barrier, promoting the regional harmonious development, and strengthening the manage- ment of society under the rule of law.
