牛津大学学院治理结构分析

An Analysis of the Governance Structure of University of Oxford

在大学治理重心不断下移的进程中,越来越多的管理权限和资源聚积在学院,完善二级学院治理结构是当前实现我国大学治理体系和治理能力现代化的关键。学院制是牛津大学治理制度的特色所在,形成了治理团体、以院长为首的行政官团队、学术团体和执行委员会等4种形式的权力主体,执行行政治理系统与学术治理系统相互交融、权责明晰的运行机制,有着"教授治理下的集体决策模式"特点。促进"院为实体"演变、完善制度建设、保障学术主体性,这是牛津大学学院治理给我国二级学院治理体系建设提供的些许启示。

In the process of pushing the university governance center moving down, more and more administrative rights and resources will be accumulated in the governance level of colleges. Improving the governance structure of the colleges is the key to realize the university governance system and governance capacity modernization. The college system is the main characteristic of University of Oxford. The governing body, dean, academic group and the executive committee consist of the main governance body, the administrative system and the academic governance system form mutual integration and clear responsibility and sound operating mechanism. Finally, the experiences of evolution of ＂college as entity＂, improvement of system con- struction and guarantee of academic subjectivity may provide some inspiration for two-level college governance system in China.
