分级诊疗政策下提高基层医疗机构的医疗服务水平

Improving the Level of Medical Service in Primary Medical Institutions Under the Policy of Hierarchical Diagnosis and Treatment

在新形势下探索建立分级诊疗制度是医改的重要内容之一。医改十三五规划将建立"分级诊疗制度"置于5项重点医改任务之首。提高基层医疗机构的医疗服务水平是建立完善分级诊疗制度的基础和前提。文章以数据资料为基础剖析了基层医疗机构面临的多种困境,主要表现为基层医疗机构近5年服务量呈下降趋势、基层卫生资源配置依旧不足、卫生人力资源数量质量不足、全科医生数量不足等问题,并针对问题,提出继续加大对基层卫生经费的投入,完善人才引进、培养和评价机制,建立科学有效的人事薪酬激励体制,创新服务模式,根据实际情况开展特色专科等提升基层医疗服务能力的建议。

Establishing the hierarchical diagnosis and treatment system is an important content of health care reform in China.The 13 th five-year plan of medical reform puts the establishment of ＂hierarchical diagnosis system＂at the top of five key medical reform tasks.However,improving the level of medical treatment service in basic-level medical institutions is the premise of hierarchical diagnosis system.Based on the data,this paper analyzes various difficulties faced by primary medical institutions,such as the slow construction of health facilities,the insufficiency of numbers of human resources and GP,the lackness of grass-roots vitality,and imperfect system for basic drugs.In view of the problems,the paper puts forward the Suggestions to enhance the capacity of primary medical services,to improve the mechanism of talent introduction,training and evaluation,to establish a scientific and effective incentive system for personnel remuneration,and to develop specialty specialties according to the actual situation.
