学分银行建设困境探析——以开放大学承建的学分银行为例 被引量:11

摘要 学分银行建设已成为我国终身教育领域的一个热门话题,许多省、市在国家政策的要求下委托开放大学建立了学分银行,或由开放大学自行建立了学分银行。但是结合实践发现,学分银行在现实建设中仍然面临着一定的困境,表现为:缺失认证需求调研;缺乏制度的支持;存在体制障碍;学分银行业务开展的活跃程度不高;社会认可度欠缺。在此基础上,研究提出推进学分银行建设的关键举措:一是明确功能需求问题;二是获得政府政策制度的支持;三是确立学习成果标准认证体系;四是构建合作共赢机制;五是突破习惯势力的阻扰和加大宣传推广。只有深化对终身教育立交桥理念的理解,打破当前学分银行建设中面临的僵局与困境,才能形成人人向学、路路沟通的终身教育学习型社会。 Construction of credit bank has become a hot topic in lifelong education in China. Many credit banks have been set up by provincial and civic governments according to the national policies,or by open universities themselves. However,combined with practical research findings,the study finds that the credit bank is still encountering a hard situation: lack of accrediting demand survey,lack of supporting system,system barrier,low vitality of business running and lack of social acceptance. Hence,the following key corresponding measures are proposed to promote the construction of credit bank: defining the functional demands; getting the institutional support from the government; establishing a standard recognition system of learning outcomes;constructing a cooperative win-win system; breaking through obstruction of habitual force and enlarging the promotion. Only by deepening the understanding of lifelong education flyover and breaking the deadlock and dilemma,can a learning society of lifelong education,where everybody loves learning and everything is smooth,be constructed.
