摘要
近年来,地方市场监督管理体制改革虽取得一系列成效,但仍存在人员知识结构与履职要求不相匹配、基层监管强度与其业务承接能力不相适应、基层政府精简与缺员不相适配的问题,这些问题是压力与能力失衡的具体表现。通过对案例深入分析,揭示压力与能力的失衡是地方监管部门在改革实施后公共服务供给能力无法得到有效提高的根源,提出地方政府应从严格执行机构的编制纪律、建立上下联动机制、提高监管队伍专业性三方面深化地方市场监管部门大部制改革。
In recent years, although a series of achievements have been achieved in the reform of the local market supervision and management system, but there are still problems such as the knowledge structure of the personnel does not match with the requirements of the performance, the intensity of the supervision of the grass-roots level is not suitable for its professional ability, and the efficient and simple administration of grass-roots government is not compatible with the lack of staff. Those are the concrete manifestation of the unbalance between pressure and ability. Through the deep analysis of the case on that, it is revealed that the unbalance between pressure and capacity is the source of the ineffective supply of public services after the implementation of the reform. It is proposed that the reform of the market supervision and management system of local governments should be deepened across broad departments from three aspects, namely, the strict enforcement of the disciplines of authorized staff establishments, the formation of linkage mechanism between top and local governments, and the improvement of professionalism of the supervision teams.
