A Study of Passport Issues in the Republic of China Period

民国政府的护照法律体系从早期的单项规定逐步发展为全面规制,相应的护照管理也由早期因政局动荡造成的混乱转为规范,护照形制由各自为政发展为统一制式。这表明随着国民政府中央权力的逐步确立和稳定,民国时期的护照管理也逐步规范化、法制化,成为中国护照发展的重要阶段。

The legal system for passports of the government of the Republic of China evolved from the early single regulation legal system to comprehensive regulation,and the corresponding passport management also transitioned from confusion caused by political unrest in the early period to normal specification,and the passport format developed from diversification to unification. This shows that with the gradual establishment and stability of the central authority of the national government,the passport control in the Republic of China period had gradually standardized and legalized,with the period becoming an important stage in the development of Chinese passports.
