珠三角农村集体经济的现实困境与多元化发展探讨——以东莞市为例

An Exploration of the Reality Dilemma and Diversified Development of Rural Collective Economy in the Pearl River Delta

农村集体经济是社会主义市场经济的重要组成部分。以东莞为例,分析认为珠三角农村集体经济普遍存在集体经济收入来源相对单一、村组经济实力不均和集体经济资不抵债仍存隐患等现实困境,同时也面临组团式发展、城市统筹规划管理、科学完善的财政体制等发展机遇。基于此,珠三角农村集体经济应通过继续完善股权制度改革、引导物业经济高端化、实现投资方式多元化和建立现代企业制度等途径,实现农村集体经济多元化发展。

The rural collective economy is an important part of the socialist market economy. Based on the situation in Dong Guan,this paper discusses its reality dilemma such as the singleness of the its source of income,imbalance between villages and insolvency,and the opportunities brought about by cluster-style development,urban overall planning management,and the improving fiscal system. The rural collective economy of the Pearl River Delta can achieve diversified development through continuing improvement of the equity system,upgrading its property-based economy,diversifying investment modes,and establishing the modern enterprise system.
