国有非上市企业员工持股策略选择

摘要 改革开放以来,伴随着整体国有企业改革发展的大战略,员工持股实践已先后有过多形式、多层次的探索,既有成功的经验,也有失败的教训。党的十九大报告将员工持股作为新时期探索国有企业改革的一项重要内容,试点工作有望进一步铺开。新时期,国有非上市企业在探索员工持股问题上,要充分总结试点经验,深入剖析存在问题,把握好进一步深入探索的关键点,建立激励约束长效机制,配套建立风险防控体制机制,避免再走弯路,推动国有企业提质增效。 Since the reform and opening up, along with the grand strategy of the reform and development of the overall state-owned enterprises, the practice of employee stock ownership has been explored in many forms and at multiple levels. There are both successful experiences and lessons of failure. The 19th National Congress of the Communist Party of China regards employee stock ownership as an important part of the exploration of state-owned enterprise reform in the new era, and the pilot work is expected to be further rolled out. In the new era, state-owned non-listed enterprises should fully summarize the pilot experience in the exploration of employee stock ownership, thoroughly analyze the existing problems, grasp the key points for further exploration, establish a long-term incentive and restraint mechanism, establish a risk prevention and control system, avoid further detours and promote state-owned enterprises to improve quality and efficiency.
