摘要
成立应急管理部是典型的大部制改革,这种改革事实上萌芽于新中国成立以来形成的"领导分管+业务部门牵头+其他部门配合"模式,有助于减少职责交叉,提高突发事件应对效率,优化现行应急管理体系,推动应急管理转型升级。但是,厘清内部不同机构及与其他相关部门的边界,重塑权力结构,实现优化协同高效运行,完善法律保障,是改革成功与否的关键。
Establishing the ministry of emergency management is a typical super-department reform,which has in fact sprouted from the model of"Division of leadership + Leading by Functional units + Coordination by other departments"since the founding of the People's Republic of China. These reforms will help reduce the overlap of duties,improve the efficiency of emergency response,optimize the current emergency management system,and promote the transformation and upgrading of emergency management. The success of the reform,However,depends on clearing the boundaries of different internal agencies and other related departments,reshaping the power structure,and improving legal basis.
