信息时代随着互联网等当代信息技术全面介入社会生活,政治参与方式也发展着相应的变化,网络民主就是政治参与的新形式,它具有从总体上推进人类政治文明进步的积极意义。但与此同时,由于经济条件、个人兴趣、知识能力等原因,一些人也被网络政治参与排斥在外,形成信息时代数字鸿沟的一个特定方面,即网络参与中的新的不平等。不断解决网络参与中的平等悖论,是信息文明建设的一项重要任务。

In the information age, political involvement has been changing with that ol Internet and other con-temporary information technology in social life. As a new form ol political involvement, Internet democracy is posi-tive in promoting the general progress ol human political civilization. But at the same time, some people are exclu-ded from the Internet political involvement due to unfavorable factors ol economy, personal Interests, and knowl-edge ,which forms a particular aspect ol the digital division in the information age, namely, the new inequality in network involvement. In this sense,it is important to solve the contradiction in network involvement in the con-struction of information civilization.
