Redevelopment Dilemmas and Suggestions for Low-efficiency Industrial Land of Township in Southern Jiangsu Province

本文以江苏省常熟市梅李镇低效工业用地再开发为例,探讨了"苏南模式"下乡镇低效工业用地再开发实践过程中的困境,重点分析低效工业用地的判定困境和再开发的现实困境。提出政府各部门统筹合作,科学认定低效工业用地是实现再开发工作的前提;以政府为主导采取土地整备方式,通过土地权属股份合作制调动企业自主再开发积极性是再开发重要路径。

Taking the redevelopment of low-efficiency industrial land in Meili Town as an example, this paper discusses the dilemmas in the practice of redevelopment of low-efficiency industrial land under the “South Jiangsu Province”, and focuses on the difficulties in determination and redevelopment. It is proposed that coordination between government departments to identify low-efficiency scientifically is the premise to carry out redevelopment practice. It is a signicant route for redevelopment to motivate enterprises to redevelop by themselves through the land ownership share cooperation under the government leading.
