摘要
随着知识经济时代的到来及全球经济化的快速发展,各个国家、各个地区之间的竞争也愈加激烈。以知识为基础的科学技术在人们的日常生活、社会经济发展中占据了重要的地位,世界各国纷纷加大对教育和科研的投入,将经济发展与科技发展紧密结合,以便全面提升本国的核心竞争力。高校作为我国科学研究、科技人才培养和科学技术创新的重要阵地,其科研水平的高低、科研成果的效益备受人们的关注。为此,研究如何通过改革科研管理机制来提升科研人员的教学能力和科研水平是一个非常值得探索的问题。
With the arrival of the era of knowledge economy and the rapid development of global econo-my, the trend of competition between each countries and regions have intensified. Since science and tech-nology, on the basis of the Knowledge, occupies an important position in people's daily life and social&economic development, the world has increased the investment in education and scientific research andcombined economic development with scientific and technological development closely together to compre-hensively enhance the core competitiveness of the countries. As an important channel for scientific knowl-edge research, technological personnel training and scientific and technological innovation in China, the re-search level and efficiency of scientific research in universities have attracted much attention. Therefore, itis a very important problem to study how to improve scientific research personnel's scientific research a-bility and scientific research level through the reform of scientific research management mechanism.
