摘要 随着经济快速发展,居民对出行质量的要求愈发提高,全国铁路网络覆盖也愈发广泛,城际铁路建设的需要越来越大。传统城际铁路建设模式多为当地政府与铁路总公司共同出资,这无疑加重了政府财政压力。近年来,PPP(公共私营合作制)等吸引私人资本参与公共项目建设的建设模式开始兴起,基于此,本文运用AHP(层次分析法)和模糊综合评价法建立了用于选择城际铁路建设模式的评价模型,为实际操作提供了一种切实可行的方法。 With the rapid development of economy, the residents are requiring higher travel quality, and the national railway network coverage is increasingly widespread as well. Thus, inter-city railway constructions are in greater demand. The traditional construction mode of inter-city railway relies on the co-financing from the local government and the railway company,which lays a heavy financial burden on the government. In recent years, new modes such as PPP ( Public-Private Partnership ) attract private capital to participate in the construction of inter-city railway. Accordingly, this paper uses AHP (Analytic Hierarchy Process) and fuzzy comprehensive evaluation methods to establish an evaluation model for selecting construction modes of inter-city railways, which can provide a feasible method for practical operation.
