治理理论视域下政府风险管理体系的构建——北京11.18火灾引发的思考

Construction of Government Risk Management System from the Perspective of Governance Theory——Thinking Based on the 11.18 Fire in Beijing

现代社会是一个风险社会,风险的多样性、不确定性以及不稳定性给政府的风险管理带来了极大挑战。随着治理理论的深入发展,传统以政府为中心的管理难以满足社会的需求。文章通过对北京11.18火灾的分析,以治理理论为分析框架,探讨其背后所暴露的政府风险管理问题。研究发现,政府在风险管理方面还存在运动式治理、单中心治理、缺乏风险意识以及缺乏制度化的运作方式等问题。基于此,文章尝试构建了"五位一体"的风险管理体系:风险识别、风险衡量、风险决策、风险决策的执行以及风险管理的评价。

Modem society is a risk society. The diversity, uncertainty and instability of risks pose a great challenge to the risk management of the government. With the further development of governance theory, the traditional government centered management is hard to meet the needs of the society. Based on the analysis of Beijing 11.18 fire, this paper takes governance theory as an analytical framework to explore the government risk management problems behind it. The study found that the government still has some problems, such as sports governance, single center governance, lack of risk awareness and lack of institutionalized operation. Based on this, this paper attempts to build a ＂five in one＂ risk management system：risk identification, risk measurement, risk decision-making, risk decision implementation and risk management evaluation.
