环境数据开放视阈下的公众参与环境治理——基于对国内三市政府环境数据开放现状的维度分析

New Opportunities for Public Participation in Environmental Governance:Open Government Environmental Data——An Analysis of the Dimensions of the Openness of Environmental Data in China's 3 Cities

政府环境数据开放成为改善环境治理和政府信息公开的一项关键任务。通过对公众参与环境治理的实践困局与价值回应进行阐释,明确政府环境数据开放能够促进公众参与环境治理的合理性与必要性。以公民参与环境治理为契机,以数据、平台和管理三方面为研究维度,以北京、上海、广州三市的政府环境数据开放平台为研究对象,得出当前政府环境数据开放存在数据准确性与使用度偏低;平台双向沟通与末端参与缺位;管理规则缺乏与"数据孤岛"三个主要问题,并就此提出提升环境数据开放质量,规范数据开放标准;构建良性平台互动模式,促进公众平台参与;完善环境数据开放管理体系,提升开放管理水平三项完善策略,以此推动政府环境数据开放持续优化。

Opening government environmental data has become a vital task in improving environmental governance and government information diselosure. By explaining the praetieal diffieulties and value responses of publie partieipation in environmental govemanee, it＇ s elear that government environmental data opening ean promote rationality and neeessity of the publie＇s partieipation in environmental governanee. Taking eitizen partieipation in environmental govemanee as a turning point, and using data, platform, and management as researeh dimensions, taking Beijing, Shanghai, and Guangzhou＇s government environmental data open platforms as researeh subjeets, we have eome to the eonelusion that euri＇ent openness of government environmental data exists with low data aeeuraey and use, laek of two-way eommunieation and end partieipation in the platform, laek of management rules and ＂data islands＂ , and then raised the issue of improving the openness of environmental data and standardizing data open standards, establishing a good platform interaetion model and improving environmental data open management system, so that the government environmental data opening ean be improved.
