促进能源体系绿色发展的价格机制创新

Innovation of Price Mechanism to Promote Green Development of Energy System

为实现绿色发展,能源体系中的价格机制发挥着重要作用。近年来,我国创立并实施了成本监审机制、脱硫脱销激励机制、价格双重红利机制、交叉补贴和普遍服务机制、核电设备和新能源设备的补贴和鼓励政策等价格机制,有效地改善了产业结构,提升了非化石能源的使用比重,促进了化石能源的清洁利用,并提高了设备的国产化水平,成效显著。但现行的价格机制也存在着大量问题和改善空间,如政策监管能力有待提高、政策覆盖范围较为有限、政策间协同性有待加强等。为此,本文从创新政策工具、完善政策配套、优化政策实施三方面提出创新路径,为促进能源体系绿色发展助力。

In order to achieve green development, the price mechanism of the energy system plays an important role. In recent years, China has created and implemented price monitoring mechanism, desulfurization and out-sale incentive mechanism, price double dividend mechanism, cross-subsidy and universal service mechanisms, subsidy and incentive policies for nuclear power equipment and new energy equipment, which improved the industry structure, increased the proportion of non-fossil energy use, promoted the clean utilization of fossil energy and improved the localization level of equipmenteffectively. However,the current price mechanism also has a lot of problems and room for improvement, such as the need for policy supervision, the limited coverage of policies, and the need for synergy among policies. To this end, this paper proposes innovative paths from three aspects： innovative policy tools, improved policy support, and optimized policy implementation, to promote the green development of the energy system.
