完善电力市场交易价格机制及其监管的思考

近年来,我国电力市场化改革加快推进并取得积极成效,但改革初期仍存在电力市场体系相对简单,交易规则和价格机制不尽合理,价格监管有待加强等问题。本文在参考借鉴国际成熟电力市场经验和对国内部分地区电力市场实践进行调研的基础上,对后续改革应继续加强顶层设计,完善电力市场体系、丰富交易品种,建立科学高效的交易规则和价格机制,加强与市场化改革相适应的政府价格管理等方面进行思考并提出相关建议。

In recent years, China＇s power market reform has been accelerated. It has played an active role in improving the market participants＇ competition awareness and reducing the electricity cost for enterprises. As it is still in the initial stage of reform, the market system is relatively simple, the mechanisms and principles are unreasonable, and the price regulation needs to be strengthened. It is recommended to strengthen the top-level design, to improve the trading price mechanism of the power market, and to strengthen market price regulation in the following reform.
