沿着法治化轨道推进价格改革——《价格法》实施20周年回顾与思考

《价格法》是社会主义市场经济条件下价格领域的基本法。本文首先梳理了价格法实施20年来,尤其是党的十八大以来取得的成果,包括顶层设计上价格改革不断推进,具体制度上中央和地方的价格法律法规规章制度不断完善,政府定价目录、权责清单、审批目录和收费目录相继修订并公布,放管结合下价格改革成果得到有力保障;但《价格法》毕竟颁布实施20余年,在调整范围和调整内容上都需要适应经济社会发展而进一步修改完善,依法治价仍然任重道远,为此,要加强法制建设系统规划,建立健全动态调整的目录清单制度,完善政府定价制度和市场监管职责,做好重大问题研究,提升价格法治工作能力。

The Price Law is the basic law of price in the context of social market economy. This article first untangled the achievements of the implementation of the price law for 20 years, especially since The Eighteenth National Congress of the CPC. The price reform in the top layer was continuously promoted, the central and local price laws and regulations were constantly revised and improved.The government pricing catalogues, the list of power and responsibility, the examination and approval catalogues and the charge catalogues were constantly revised and published. But the price law has been issued for a long time, it needs to be revised to adapt to the economic and social development. There is still a long way to rule the price by law. It is necessary to strengthen the system planning of the legal system and set up a list of dynamic adjustment, improve the government pricing system and market supervision responsibility, do research well in major issues, and enhance the ability of the price legal system.
