“一带一路”沿线国家油气投资环境评价研究

Research on the Evaluation of International Oil and Gas Investment Environment from the Perspective of "One Belt,One Road"(OBOR)

本文通过文献的梳理,明确了＂一带一路＂油气投资合作的重要理论意义,重点对＂一带一路＂沿线油气合作国投资环境及影响因素进行分析,确定了油气投资环境评价指标,并运用熵权法结合层次分析法计算出合作国投资环境的最终评价值及排列顺序。研究结果表明：在20个油气投资合作国中,一级投资国得分均高于二级投资国,评价结果较为客观。一级投资合作国家由俄罗斯、哈萨克斯坦、伊朗等国家构成,二级投资合作国家由文莱、马来西亚、巴基斯坦等组成,对此,我国对不同排名的国家应采取不同方式的油气投资合作策略。

The ＂One Belt and One Road＂ initiative has received extensive attention at home and abroad since it was put forward. At present, the ideological research phase of the initiative has entered the important stage of combining theory with practice, while the external investment in the oil and gas sector is an international energy cooperation. Leaders are leading and promoting the OBOR energy cooperation. This paper firstly sorts out the important connotations of the OBOR through the literature review, focusing on analyzing the investment environment of oil and gas resource countries along the OBOR to identify important countries for oil and gas investment, and applying entropy weight method to combine levels.The analytical method determines the final evaluation value and ranking order of the investment environment of the resource country. Finally, there are targeted different oil and gas cooperation strategies for different ranking countries.
