中国境外经贸园区发展面临的机遇、挑战与经验总结

The Opportunities,Challenges and Experiences of the Development of China's Overseas Economic and Trade Cooperation Areas

近年来,中国境外经贸园区无论是数量还是投资规模都在不断增长,且大部分分布在"一带一路"沿线国家,形成以传统产业为主、高新技术产业并举的多元化发展格局,在企业集群式投资下,建成包容开放的国际园区。在强调提高对外直接投资质量的新时期,境外经贸园区的发展,既要抓住国家政策支持、国际投资者对"一带一路"高度关注等机遇,又要克服经贸园区投资过程中融资难、基础设施落后等诸多障碍,在总结境外经贸园区十多年发展经验的基础上,进一步推动其持续健康发展。

In recent years,both the number and the scale of investment in China＇s overseas economic and trade cooperation areas（ OETCA） are growing,and most of them are distributed in countries along the Belt and Road routes,forming a diversified development pattern based on traditional and hi-tech industries. Under the enterprise cluster investment,it has been built into an inclusive and open international zone. In the new period of emphasizing on high quality of OFDI,the development of OETCA should seize the opportunities of national policy support,international investors＇ high attention to the Belt and Road Initiative,and overcoming obstacles such as financing difficulties,backward infrastructure and so on. On the basis of development experience,we will further promote its sustained and healthy development.
