公安机关应对涉疆暴恐事件的系统优化策略——以整分合为视角

The Systematic Optimization Strategy of Public Security Organs in Response to Violence and Terrorist Incident Involving Xinjiang——From the Perspective of Integral Integration

当前公安机关应对涉疆暴恐事件的策略存在孤立、片面的不足,文章针对涉疆暴恐事件的隐蔽性和系统化特点,提出了一种基于系统优化原理的整分合应对策略。公安机关首先应从整体上统筹,建立属地网格化防控体系,以大数据分析为主导,建立共享、高效、开放的情报体系;其次以应急处突为抓手,建立快速机动的追捕体系应对策略;最后,从体系上综合,建立各警种密切协同的作战体系。

At present,there is a lack of isolation and one-sidedness in the strategy of public security organs in response to violence and terrorist incidents involving Xinjiang.This paper proposes some coping strategies on integral integration based on systematic optimization principle,directed at the characteristic of concealment and systematization.First of all,the public security organs should make overall planning and establish the grid-based prevention and control system in their own territory,and establish a shared,efficient,and open intelligent system with the leading of big data analysis.Secondly,the public security organs should set up the response strategy of a quick and maneuverable hunting system taking the emergency response as the starting point.And finally,the public security organs should establish the combat system with the close coordination of police of all kinds from the integrated system.
