随着网络信息时代的到来,互联网正改变着人类的生产和生活方式,同样我们也面临基础设施建设不均衡、各类网络安全威胁和网络空间分歧等风险挑战,本文从加快形成网络命运共同体共识、加强各国网络基础性建设、培养网络技术人才、完善网络空间法规制度等方面提出对策建议,促进形成更好的网络发展趋势,建设共商共建、共享共治的网络命运共同体。

With the advent of the age of network information, the Internet is changing the production and lifestyle of human beings. Similarly, we are faced with risk challenges such as uneven infrastructure construction, various network security threats and cyberspace differences. This paper accelerates the formation of a community consensus on network destiny. We will strengthen countermeasures and suggestions for the basic construction of networks, cultivate network technology talents,and improve the cyberspace laws and regulations, promote the formation of better network development trends, and build a network destiny community that jointly builds and shares common governance.
