城市数字包容项目要素及公共图书馆参与策略分析——以美国数字包容领导奖项目为例 被引量:12

摘要 消除数字鸿沟是城市在推进数字化进程中必须解决的问题。近年来,美国不少城市通过一系列创新项目来促进数字包容,并通过数字包容领导奖评选出最佳实践与计划项目。获奖项目具有以下特点:以政府部门为主导,联合多方力量共同推动城市数字包容;以增加计算机数量和扩大网络使用范围为基础,提高贫弱群体接触互联网的机会;从贫弱群体的基本数字需求出发,开展具有实用价值的服务项目;以公共图书馆和学校为核心,为城市贫弱群体提供基本的数字技能培训。公共图书馆在参与城市数字包容项目时,应明确其在推动城市数字包容中的角色、服务对象和合作者;增加计算机和网络设施;开展有针对性的数字包容服务项目;提供不同层次的数字素养教育。 It is a critical issue for cities to eliminate the digital divide in urban digitalization process. In recent years, many cities in the United States have initiated a series of innovative programs to promote digital inclusion and awarded best practice and promising programs via the Digital Inclusion Leadership Award. The winning programs have the following characteristics: promoting digital inclusion in the city by multiple parties led by the government; improving the opportunities for the poor and vulnerable groups to access the Internet based on increasing computer numbers and expanding network scope; conducting practical service programs concerning the basic digital needs of the poor and vulnerable groups; providing essential digital skill training for urban poor groups by public libraries and schools. As for participating in urban digital inclusion programs, public libraries should specify theirs roles, service targets and collaborators, increase computer and network facilities, carry out targeted digital inclusion services, and provide digital literacy education at different levels.
