In order to minimize its influence on traffic security, municipal projects such as road construction should focus on the design principle and emphasis at the beginning of the traffic design, especially on such aspects as accurate evaluation on traffic flow, reasonable combination of construction and traffic design, balanced distribution of traffic flow in time and space as well as in-turn safeguard for all kind of rights to passage.
