我国节能环保产业效率评价研究

摘要 节能环保产业已经由战略性新兴产业变为"一大支柱产业",大力发展节能环保产业将是大势所趋。本文首先对我国节能环保产业现状进行分析,随后选取84家节能环保产业上市公司作为研究对象,通过数据包络分析方法(Data Envelopment Analysis,DEA)进行效率评价。研究发现,总体上来看,节能产业、环保产业和资源循环利用产业发展效率良好。节能产业发展中存在的问题较多,除了受到政策环境影响外,还存在产能严重过剩、产业结构不合理以及垄断现象。节能环保产业投入转化为产出的效率较低,产业发展规模快速扩张的同时资源浪费现象严重是不可忽视的问题。 The energy conservation and environmental protection industry has been transformed from a strategic emerging industry into a "pillar industry," and the development of energy conservation and environmental protection industries will be a general trend. This article first analyzes the current situation of China's energy conservation and environmental protection industry, and then selects 84 listed companies in the energy conservation and environmental protection industry as the research objects, and evaluates the efficiency through the Data Envelopment Analysis (DEA). The research found that, energy conservation and environmental protection industries have good development efficiency. In addition to being affected by the policy environment, the development of energy conservation and environmental protection industries are also affected by overcapacity, irrational industrial structure and monopoly. The efficiency of energy conservation and environmental protection industries' input conversion into output is relatively low. The rapid expansion of industrial development and the serious waste of resources are problems that cannot be ignored.
