社会团体标准制定实施有效性制度建设初论——以团体标准在检验检测/认证领域应用为例

Preliminary Discussion on System Construction for the Effectiveness of the Formulation and Implementation of Association Standards——The Application of Association Standards in the Field of Inspection, Testing and Authentication

社会团体标准(以下简称,团标)在《中华人民共和国标准化法》(以下简称,新版《标准化法》)修订发布之后,明确其在现有国家标准体系中的法律地位,因此,团标的制定与使用在当前有着非常普遍和旺盛的发展潜力。与此同时,团标的制定实施也出现了一些困惑的端倪,如与现行国、行、地标的关系,团标立项目标的清晰度,以及团标在制定实施的效力等问题亟待深入研究和提出解决路径。本文针对上述问题,从团标立项规划、制定编写内容、应用实施(重点在检验检测和认证领域)路径和可能产生的效果等维度,分析团标制定实施的有效性,并结合详尽的实例和数据开展本议题的论述。

The standard of the social organizations （hereinafter referred to as the association standards） has been clarified its legal status in the existing national standard system after the revision and implementation of the Standardization Law of the People＇s Republic of China （hereinafter referred to as the revised Standardization Law）. Therefore, the formulation and application of association standards has a very universal and vigorous development potential at present. At the same time, there are some problems brewing up in the formulation and implementation of association standards, such as the relationship with the current national, trade and local standards, the definition of the project objective, and the effectiveness of the formulation and implementation of association standards, which need to be deeply studied and solved. In view of the above problems, this paper analyzes the effectiveness of formulation and implementation from the planning of a project, the formulation of the content, the application and implementation path （focusing on the field of inspection, testing and authentication） and the possible effect, and carries out the discussion of this issue with detailed examples and data.
