标准创新评价指标体系研究

Research on the Standards Innovation Evaluation Index System

党的十八大提出实施创新驱动发展战略。党的十九大又进一步强调"要坚定实施创新驱动发展战略,加快建设创新型国家"。标准创新是实施创新驱动发展的重要板块,是建设现代科技创新体系、经济体系和治理体系的重要保障。2015年3月,国务院发布《深化标准化工作改革方案》,吹响了标准化改革创新的号角,标准化工作被置于前所未有的重要地位。在此背景下,构建一套以标准创新为主题,以区域为评价范围的指标体系,对于指导和推动国家和地方的标准化工作,具有重大的现实意义。本文首先分析了标准创新的内涵,在研究国内外关于标准创新评价的研究和实践的基础上,构建了一套标准创新指标体系,最后针对指标体系的应用给出了若干政策建议。

The 18th National Congress of the CPC proposed to caryy out the innovation-driven development strategy, and the 19th National Congress further emphasized to firmly implement the strategy to build an innovative country. Standards innovation is an important part of the innovation-driven development, which provides the support for establishing the modern technology innovation and governance system. The State Council released the Plan of Deepening the Reform of Standardization Work. Under this background, it has a significant meaning to establish a standards innovation evaluation index system. The paper analyzes the connotation of standards innovation, and establishes a standards innovation evaluation index system based on the research on practices of foreign countries in this field, proposing suggestions on relevant policies.
