On ＂China Auto Forum Theme--Forum＂ held in Beijing last April, Mr. Xiao Rongchen, director of the Policy Bureau, Department of Market System Development of Ministry of Commerce, made a keynote speech titled as ＂Illustration of Auto Circulation Concerned Regulations and Policies ＂ , pointing out that there is a set of regulations and policies designed for four critical stages in auto circulation, including new vehicle sales, secend-hand vehicle deal, parallel import auto and recycling of scrap auto.
