摘要 水资源具有可再生性,同时这种再生在一定流域内是有尺度条件的,从而带来区域水资源供给的风险,应通过配置效率标准、提高效率途径等管理维持其可再生性.在一定的水权水价、联网联调、效率目标等基础上,提出耦合激励相容制度安排使技术与制度在区域水资源优化配置中发挥协同作用,使水资源配置实现可持续利用和动态效率目标. Water resources can be regenerated,but the regeneration in a certain watershed has its scale conditions,which brings the risk of regional water supply. It is important to maintain its regeneration by allocating efficiency standard,improving efficiency approaches and so on. On the basis of certain water rights and water prices,networking and joint debugging,efficiency targets and so on,the coupling incentive compatibility system is put forward to make the technology and system play a synergistic role in the optimal allocation of regional water resources,which enables water resources allocation to achieve the targets of sustainable utilization and dynamic efficiency.
